Saara Satokangas 79f949f69a Include also the cancelled studyrights in the populations tests 
The canceldate was used in tests which made the total amount of
CS-students to be 149. Now that populations no longer uses canceldate
and no student gets filtered out based on it, the correct number is 170.

For some reason tests fail after removal of the "CANCELLED"-field,
even though the real data looks the same in local and production
environments.

Saara Satokangas a24d68b5ee Use the filtered studytracklist also in case where no result 
If the population is searched for a studytrack, and there are no
students who has that studytrack as their latest, still use that empty
list. Instead of showing the unfiltered list like before.

If the studyright has ended due to graduation or any other reason,
it should not be confused with inactive studyrights (thus the ones
where the student has not registered for the term or has cancelled
their studyright)
