Subject: [PATCH] Revert pre-commit to use full lint with caching benefits

- Use npm run lint && npm run tsc (standard approach)
- Keeps ESLint --cache flags for 97% performance improvement
- Removes lint-staged dependency due to Node.js 18.12.1 compatibility
- Still provides major performance gains through caching on repeated runs
